The Clerkenwell Licensing Campaign
Clerkenwell's Lib Dem Councillors have launched a campaign to change the way the 135 pubs, bars, nightclubs, off-licences, restaurants and other alcohol outlets in the ward are managed.
 The campaign has four thrusts:
1. to  call a halt to the proliferation of licensed premises, by getting Islington to declare Clerkenwell "saturated";
2.  to declare a "Controlled Drinking Zone" in the ward, so that Police then have powers to stop people drinking in public and to confiscate booze;
3.  to get all Clerkenwell licensees to sign up to an 11-point "Clerkenwell Charter" of good management; and
4.  to get Islington to lobby for the withdrawal of "Temporary Event Notices"- under which licensees can operate 96-hour openings 12 times a year - ignoring their normal hours and conditions - without the right for local residents to object.
We will be presenting the petition to the Council in the autumn.
Summer is when Clerkenwell residents experience the worst behaviour from drinkers and clubbers, and when the standard of management displayed by local pub and clubs takes a seasonal nosedive as they maximise sales.

Our message to residents is this:  "don't suffer in silence".  Complain about poor behaviour or management - either direct to the premises concerned or to the Council's Licensing service. 
We are happy to help residents with this, and if necessary help initiate their most powerful weapon - the threat of a "review" of the premises' licence, under which the Council can decide to impose further conditions or even revoke the licence of premises no being properly run.

WE, the undersigned residents of Clerkenwell, call on the London Borough of Islington:
  • to declare Clerkenwell “saturated” with licensed premises, recognising the cumulative impact of the 135 or more licensed premises already within the ward;
  • to declare a Controlled Drinking Zone in the ward, whereby police can order people to cease drinking and confiscate alcohol from them;
  • require all Licensed Premises in the area to sign up to the Clerkenwell Charter setting out the standards of management expected in our area; and
  • to demand that the Government repeals Temporary Event Notices, which allow licensed premises to run events for up to 96 hours, 12 times a year, without complying with the hours or conditions of their ordinary licences.
