Cycling on the promenade in Worthing was finally given the go ahead on Friday 22nd May 2009 by FULL Council following years of campaigning.
Council agreed on the next steps to secure the necessary changes to bylaws to permit the proposed trial of shared cycle/pedestrian use of the Promenade between Splash Point to George V Avenue.

Summary
The Executive Head of Leisure and Cultural Services submitted a report updating the Cabinet on the final outcome of consultation on proposals for the shared cycle/pedestrian use of the promenade between Splash Point and George V Avenue. Given the various consultation exercises, which had included special interest groups, and their outcomes, the Cabinet was recommended to re-affirm its support for a 12 month shared use trial.
The report also set out the procedure to secure necessary changes to the bylaws to permit the trial to be implemented and recommended that Cabinet seek Council’s approval of the proposed new bylaws, as required under the Constitution and approve the necessary funding for the associated works.
Decision
1. That a 12 month trial shared cycle/pedestrian use of the promenade covering the Splash Point to George V Avenue be confirmed.
2. That Council be recommended to agree the proposed new Bylaws for the Seashore and Bylaws for the Promenade to permit the shared-use trial.
3. That the use of S.106 resources identified in paragraph 5.2 of the Cabinet report to fund the necessary works to implement the trial be agreed.
4. That the use of Masterplan resources, and Capital funds allocated for Seafront Improvements, if necessary, subject to all necessary PID approvals, to fund the works to implement the trial be agreed.
5. That the final designs and proposals for the implementation of the trial be agreed by the Cycling Working Party chaired by Councillor John Rogers.
It is already possible to cycle on a cycle lane between Splash Point and Brooklands.
Many coastal towns are now allowing cycling on their promenades and shared, un-segregated use is increasingly the chosen arrangement. The thinking behind this is that the presence of pedestrians is a limiting factor on the speed and behaviour of the cyclists.
